Karl Nell

Karl Nell is a retired United States Army Colonel and former DIA Technical Intelligence Operations Officer who has emerged as one of the most significant credentialed figures in the contemporary UAP disclosure movement. He served as Deputy Chief Technology Officer at Northrop Grumman and later as a Colonel in Army Futures Command. Nell is identified as one of the 40 firsthand witness whistleblowers whose accounts formed the basis for David Grusch's 2023 congressional testimony about a secret military program involving non-human craft and remains.

RoleRetired US Army Colonel; former Deputy CTO of Northrop Grumman; DIA Technical Intelligence Operations Officer; UAP disclosure advocate

Military Career

Nell's service record establishes him as a senior military intelligence and foreign technology specialist:

  • DIA Technical Intelligence Operations Officer — a role focused on assessing foreign technology capabilities for the Defense Intelligence Agency
  • First DIA Directorate Representative deployed for multi-agency planning of Operation Iraqi Freedom
  • CJ2 (Senior Intelligence Officer) for the Combined Joint Captured Material Exploitation Center in Iraq — a one-star center responsible for exploiting captured enemy materials
  • Foreign Materials Program Command Representative to US CENTCOM CFLCC in Kuwait during Operation Iraqi Freedom
  • Later served as a Colonel in Army Futures Command

His Operation Iraqi Freedom role as a foreign materials program representative is believed to be the basis for his firsthand witness status regarding UAP-related programs. Leslie Kean published an article in The Debrief identifying Nell among Grusch's 40 witnesses.

After leaving the Army, Nell served as Deputy Chief Technology Officer at Northrop Grumman — a company UAP researchers have directly implicated in the construction of classified anti-gravity craft including the TR-3B and the Great Pumpkin anti-gravity disc.

Sol Foundation Symposium Presentation (November 2023)

Nell presented at the Sol Foundation Symposium in November 2023 at the Nolan Laboratory at Stanford, alongside David Grusch, Chris Mellon, Kevin Knuth, Gary Nolan, and Jacques Vallee. A slide from his presentation partially leaked the same month. His presentation covered three major areas: legislative analysis of the Schumer Amendment, a five-phase UAP disclosure campaign plan, and a broader analytical framework for understanding NHI.

Legislative Analysis

Nell broke down the Schumer Amendment's key definitions:

  • UAP as phenomena lacking "prosaic attribution" (determined human origin) — implicitly meaning non-human phenomena
  • Non-Human Intelligence (NHI) cited 18 times in the legislation, establishing NHI as a legal category in federal law
  • Legacy Programs encompassing all federal, state, commercial, academic, and private efforts to collect, exploit, or reverse-engineer UAP or NHI biological evidence
  • Eminent Domain authority empowering the federal government to seize UAP materials held by private corporations

Nell identified the Amendment as having been "watered down and gutted" from its original form. He notably omitted AARO from his Phase Zero UAP narrative-shapers list despite AARO's official oversight role.

Five-Phase Disclosure Roadmap

Nell's campaign plan operates across four channels (public sector, philosophical, scientific, private sector):

PhaseTargetGoal
0Pre-2024Narrative shaping via NY Times, DoD video releases, AATIP, UAP Task Force
1January 2024Government acceptance; bipartisan UAP recognition
2January 2026UAP signature correlation; academic engagement
3October 2030Public acceptance; potential disclosure inflection point
4October 2034Answer the five W's of UAP (noted as off-target)
5IndefiniteInteractive integration of NHI and NHI technology with Earth civilization

Phase 3 is identified as the critical threshold for public disclosure. Nell explicitly warns against "catastrophic disclosure" — an uncontrolled information dump potentially by adversaries or NHI — as a scenario more dangerous than managed disclosure.

Reasons for Non-Disclosure

Nell catalogues why UAP information has been withheld: national security; lack of a credible plan; social disruption risk; covert NHI agreements (quid pro quo); cover for alleged crimes committed to maintain secrecy (including murder, as referenced by Grusch); organizational inertia; and concern the USA may be losing a UAP arms race with Russia or China.

Analytical Framework

Nell, working with Matthew Pines, proposed replacing the Kardashev scale with a "Universal Civilization Development Datum" using multivariable attributes (what civilizations are, know, and who they are) to forecast NHI motives. He also proposed a three-category UAP taxonomy: physical (conventional extraterrestrial craft, plasma phenomena), psychophysical (interdimensional, consciousness-interactive), and metaphysical (operating outside physical law).

Key Statements on UAP Physics

Nell has publicly stated: "Faster-than-light travel. Everybody says faster-than-light travel is not possible. This is false." He referenced the Alcubierre warp drive solution (1994) — a mathematically valid mechanism for effective faster-than-light travel via spacetime manipulation — which NASA has investigated. This statement is cited by UAP Gerb as consistent with the claimed capabilities of recovered NHI craft.

Significance

Nell's combination of credentials — military intelligence, DIA foreign materials expertise, senior executive at a defense contractor implicated in classified aerospace programs, and firsthand witness status — makes him one of the most substantively significant figures in the UAP disclosure ecosystem. His structured analytical approach to disclosure (legislative, strategic, scientific, and philosophical) represents an attempt to move beyond individual testimony toward institutional and policy-level transformation.
