Frank Carlucci

Frank Charles Carlucci III (1930–2018) was an American diplomat, politician, and businessman who served as the 15th United States Secretary of Defense (1987–1989) under President Ronald Reagan and as Deputy Director of the Central Intelligence Agency (1978–1981) under President Jimmy Carter. Carlucci also served as National Security Advisor (1986–1987) and held senior positions in the Department of Health, Education, and Welfare and the Office of Economic Opportunity. After leaving government, he became chairman of the Carlyle Group, a major private equity firm with extensive defense industry investments.

Wackenhut Board

Carlucci served on the board of directors of Wackenhut Corporation, the private security firm associated with classified government installations including Groom Lake (Area 51) and the Nevada Test Site. His presence on the Wackenhut board, alongside figures like Bobby Ray Inman and William F. Raborn, is cited by UAP researchers as evidence of the deep connections between senior defense/intelligence officials and the private security infrastructure surrounding UFO legacy program facilities.

1988 Norton Air Force Base Connection

During Carlucci's tenure as Secretary of Defense (1987–1989), the November 12, 1988 classified aerospace exhibit at Air Force Plant 42 in Palmdale, California took place — the event at which Brad Sorenson reportedly gained access to a restricted hangar section displaying three disc-shaped Alien Reproduction Vehicles (Flux Liners). Mark McCandlish identified Carlucci with high confidence as the "tall white man with an Italian-sounding name" who escorted Sorenson as his aide on a Boeing 727 flight from Norton Air Force Base to the Palmdale facility, and instructed Sorenson to remain silent about the classified aircraft on display. Sorenson was passed off as Carlucci's aide to gain access.

The Carlyle Group's 1999–2001 ownership of EG&G — the same company central to Bob Lazar's claims about Area 51 and the location of the Wilson-Davis meeting — has been noted by UAP researchers as additional evidence of Carlucci's proximity to UAP legacy program infrastructure.

Carlyle Group and UAP Program Ties

From 1992 to 2003, Carlucci served as chairman of the Carlyle Group, a private equity firm that attracted senior statesmen including former President George H.W. Bush, Secretary of State James Baker, and former UK Prime Minister John Major as board members and advisers. The Carlyle Group invested heavily in defense and national security firms, acquired the electronics division of General Dynamics, invested in Northrop Grumman, and from 1999 to 2001 owned EG&G. UAP Gerb has assessed the Carlyle Group as likely deeply involved in UAP programs given these connections.
