Richard Dolan is a historian, author, and prominent UFO researcher best known for his work documenting the institutional infrastructure behind UFO secrecy and black budget programs. His book series UFOs and the National Security State is widely regarded as providing the best account of post-World War II black budget infrastructure mechanisms and the intersection of UFOs with military and intelligence agencies.

Role in Wilson-Davis Memo Disclosure

Dolan played a significant role in bringing attention to the Wilson-Davis Memo by hosting James Rigny on his podcast. Rigny appeared on Dolan's show to discuss the origin and contents of the 15-page memo documenting Vice Admiral Thomas Wilson's alleged 1997 discovery of and denial of access to a crash retrieval program. Rigny had obtained the memo while helping disperse Apollo 14 astronaut Edgar Mitchell's estate in 2016.

Dolan's platform helped amplify awareness of the memo, which subsequently became one of the most significant documents in modern UAP disclosure discourse and was entered into the official U.S. Congressional Record in 2022.
