Terry Phillips
Terry Phillips served in the Defense Senior Executive Service (SES) for approximately three decades and held the position of Executive Director of the Air Force Office of Special Investigations (AFOSI) Office of Special Projects (designated AFOSI/PJ), as well as director of the Air Force's departmentwide Special Access Program security enterprise — a unit responsible for the security of highly classified Air Force special access programs. His career placed him at the intersection of counterintelligence, SAP security, and the special operations elements of Air Force intelligence. He retired from federal service around January 2022 and is alleged to have transitioned into a senior security role — vice president of security — within Northrop Grumman's classified programs infrastructure. He was succeeded in his AFOSI/PJ and Air Force SAP security roles by Lee M. Russ.

UAP Gerb's Special Access Required Vol.2 reiterates this allegation, stating the presenter is aware of "specific instances" in which Phillips, prior to his 2021 retirement from federal service, acted as "an enforcer for the UFO activity administrative structure, leveraging administrative terrorism and much worse against prospective whistleblowers," and alleges Phillips has continued similar work at Northrop Grumman.
