In 1989, Oechsler was introduced to Rear Admiral Sumner Shapiro — former Director of Naval Intelligence — by Bobby Ray Inman, then a board member of SAIC and former NSA Director and CIA Deputy Director. Shapiro told Oechsler that factions within the US possess extraterrestrial vehicles and that he had personally studied one at close quarters. Shapiro described teams disassembling craft, packing them, and shipping them to different facilities. He stated the craft featured unique interlocking components requiring disassembly in an exact sequence.
