Robert Spain

Vice Admiral Robert Spain is a retired United States Navy officer who served as Commander, Naval Air Force, US Pacific Fleet (COMNAVAIRPAC). Spain authored a pivotal 1995 report proposing that naval carrier tactical aviation could provide critical support to Marine ground forces — a concept that directly contributed to the planning of the 1997 Hunter Warrior Advanced Warfighting Experiment.

Role in Hunter Warrior

Spain's 1995 report established the doctrinal foundation for integrating Navy strike aviation with Marine expeditionary operations. When the Marine Corps Warfighting Laboratory organized the Hunter Warrior experiment at Marine Corps Air Ground Combat Center 29 Palms, Spain's concept was tested in practice: naval air crews from Naval Air Station Lemoore and the Naval Aviation Warfare Development Center (NAWDC) were brought in as a late adjunct to the primarily Marine exercise, a decision UAP Gerb considers significant because it provided justification for Navy and naval intelligence assets to operate alongside Marine units in the field.

General Charles Krulak, the 31st Commandant of the Marine Corps, was the senior officer who authorized Hunter Warrior. Vice Admiral Jay Johnson reportedly helped push the naval aviation component into the experiment based on Spain's recommendations.
