Bob Fish

Bob Fish is a former United States government contractor who served as program manager for several highly classified US Government Advanced Communications systems projects during the 1980s and 1990s. His portfolio included communications infrastructure for the White House and several executive branch intelligence agencies. Fish held Top Secret/Sensitive Compartmented Information (TS/SCI) clearance and worked directly with personnel from the most sensitive US defense and intelligence programs.

Credibility and Vetting

Fish's background and credibility have been vouched for by investigative journalist Ross Coulthart, who stated that Fish had been vetted in connection with his claims about UAP-related government programs. This vetting lends significant weight to Fish's testimony about what he learned from Defense Support Program personnel.

2015 Email to John Podesta

In March 2015, Fish sent a detailed email to John Podesta, who was then serving as chairman of Hillary Clinton's presidential campaign. This email, later revealed through WikiLeaks publication of Clinton campaign communications, contained explosive claims about US government UAP tracking via satellite systems.

In the email, Fish stated unequivocally: "One of the government programs that collects hard data on unidentified flying objects is the USAF DSP satellite program."

Direct Fast Walker Testimony

Fish described a personal encounter with Defense Support Program (DSP) personnel during the preparation for Operation Desert Shield and Operation Desert Storm. He had lunch with DSP satellite operators in the cafeteria of a highly classified organization in El Segundo, California — a facility that required TS/SCI clearance for entry, ensuring all personnel present were working on the most sensitive national security programs.

During one of these lunches, a DSP operator excitedly reported that they had just detected a "Fast Walker" — possibly that same day. The operator described how the object:

  • Entered Earth's atmosphere from deep space (origin unknown)
  • Approached from the backside of the DSP satellite (meaning it came from deep space rather than from Earth)
  • Zipped by the DSP satellite at extremely close range on its way toward Earth
  • Was traveling at very high velocity
  • Made a 30-degree course correction turn mid-flight

This last detail is critical: the 30-degree course change ruled out a ballistic meteor or space debris, which follow predictable gravitational trajectories. The course correction indicated the object was under some form of control — whether manned or autonomous could not be determined from the sensor data alone.

Validation of DSP Fast Walker Detection

Fish's email also referenced a line from the 2014 DSP fact sheet stating that researchers at The Aerospace Corporation "have used DSP to develop portions of a hazard support system that will aid Public Safety in the future" — suggesting continued DSP involvement in tracking anomalous objects 24 years after his initial encounter with the program.

Fish further noted that much of the information published on a now-defunct blog titled "Top Secret Spy Satellite Spot UFOs" by Tim Schwartz was "correct," lending credibility to public speculation about DSP's dual role in missile warning and UAP detection.

Significance

Bob Fish represents a rare category of witness: a cleared government contractor with direct access to personnel operating the most sensitive US space surveillance systems, who is willing to go on record about what those systems detect. His testimony provides one of the strongest pieces of evidence that the US military has been continuously tracking objects of non-human or unknown origin entering and leaving Earth's atmosphere via satellite infrared detection networks since at least the 1970s.
