Haim Eshed
Haim Eshed (born 1933) is a retired Israeli brigadier general and aerospace engineer who served for nearly three decades as the head of Israel's military Space Program, overseeing the development of Israeli surveillance and defense satellites. In late 2020, he made international headlines when he claimed in an interview that a Galactic Federation of extraterrestrials exists, that some of its members are already present on Earth, and that world governments have been instructed to keep this information secret until humanity is deemed psychologically ready.

Career
Eshed directed Israel's space security programs from 1981 to 2010. Under his leadership, Israel launched a series of reconnaissance satellites. He holds a PhD in aeronautical engineering and has received the Israel Security Award three times. His decades of classified work gave his 2020 statements unusual weight in UAP discourse.
2020 Claims
In December 2020, Eshed gave an interview to the Israeli newspaper Yediot Aharonot (and subsequently in an English-language interview) in which he stated:
- A Galactic Federation of extraterrestrial species exists.
- Some members of the Galactic Federation are already present on Earth.
- US President Donald Trump was aware of the extraterrestrials' existence but was asked by the Federation not to announce contact yet, as humanity is not psychologically prepared.
- There exists a joint underground base on Mars where US astronauts and extraterrestrial representatives cooperate.
- He claimed he was revealing this information because "the UFO topic has reached a new dimension" and he felt he could speak freely now that academic institutions and others were beginning to take the subject seriously.
Eshed framed his credibility explicitly: as someone who spent nearly 30 years in charge of classified space programs, he argued he had earned the reputation that made the disclosure worthwhile.
Related Claims
Former self-described CIA officer John Ramirez has made independently similar statements about the existence of a present Galactic Federation of extraterrestrials.
