UAP Campaign Plan Way Forward
The UAP Campaign Plan — Way Forward is a structured five-phase UAP disclosure roadmap developed by retired U.S. Army Colonel Karl Nell and presented at the Sol Foundation Symposium in November 2023. The plan operates across four simultaneous channels — public sector, philosophical investigation, scientific research, and private sector — and targets a series of phase transition points between January 2024 and October 2034, with Phase 3 (October 2030) identified as the potential public disclosure inflection point for humanity. The campaign plan is one of the most detailed strategic disclosure frameworks put forward by a credentialed firsthand UAP witness in the public record.
Overview
Nell framed his campaign plan as a deliberate effort to achieve a controlled disclosure scenario, contrasting it against a "catastrophic disclosure" outcome in which all UAP information is released without coordination — potentially by an adversarial nation or by non-human intelligence itself. He argued that a managed disclosure, though imperfect, preserves social cohesion and creates conditions for proper legislative and scientific oversight, whereas uncontrolled disclosure risks severe disruption to global institutions, financial markets, and religious frameworks.
The Four Channels
The campaign plan operates simultaneously through:
- Public sector: Government acceptance of UAP as a bipartisan political issue; legislative action including the Schumer Amendment; establishment of credible oversight bodies.
- Philosophical investigation: Harnessing academic philosophy, theology, and ethics communities to prepare frameworks for understanding non-human intelligence.
- Scientific research: Building peer-reviewed scientific literature on UAP signatures and materials; engaging academia with verifiable data.
- Private sector: Engaging commercial interests and private funding to support research and technology development related to UAP phenomena.
The Five Phases
| Phase | Target Date | Goal |
|---|---|---|
| Phase 0 | Pre-January 2024 | Narrative shaping: NY Times UAP article, DoD video releases, AATIP, UAP Task Force establishment |
| Phase 1 | January 1, 2024 | Government acceptance; UAP established as bipartisan political issue |
| Phase 2 | January 1, 2026 | UAP signature correlation and academic integration |
| Phase 3 | October 2030 | Public acceptance; potential controlled disclosure inflection point |
| Phase 4 | October 2034 | Answer the five W's of UAP (noted by Nell as off-target) |
| Phase 5 | Indefinite | Interactive approach; integration of non-human intelligence and NHI technology with Earth civilization |
Phase 3 is Nell's identified critical threshold. He argued that without public acceptance by 2030, the risk of catastrophic uncontrolled disclosure — triggered by an adversary or by NHI themselves — becomes unacceptably high. Phase 4, which involves fully answering who, what, when, where, and why for the UAP phenomenon, was characterized by Nell himself as likely off-target given the pace of progress.
Significance
Nell is identified as one of the 40 firsthand witness whistleblowers whose testimony informed David Grusch's 2023 congressional disclosure. His presentation at the Sol Foundation — alongside Grusch, Chris Mellon, Kevin Knuth, Gary Nolan, and Jacques Vallee — represented one of the highest-density concentrations of credentialed UAP researchers and witnesses at a single public event. The campaign plan's granularity, including specific dates, measurable phase targets, and analytical channels, distinguishes it from most UAP public commentary.
Nell also noted that AARO was conspicuously absent from his Phase Zero narrative-shapers list — a deliberate exclusion indicating his view that AARO does not represent a genuine investigative channel.
