Boeing is an American multinational aerospace and defense corporation and one of the major contractors alleged to have participated in the development of the TR-3B and other reverse-engineered craft. Edgar Fouché identified Boeing alongside Lockheed Martin, Northrop Grumman, and Teledyne Ryan as primary contractors involved in compartmentalized R&D for the TR-3B program.

Boeing is one of three contractors with classified RDT&E access to Air Force Plant 42 in Palmdale, California, alongside Northrop Grumman and Lockheed Martin. Director of Edwards Air Force Base 412th Electronic Warfare Group, witness "Ed," stated he worked alongside Boeing and Lockheed on reverse-engineered craft systems at the Nellis range. Stealth aircraft researcher John Joseph claimed Boeing served as the primary contractor in Project Brilliant, a Strategic Defense Initiative (SDI) program with the goal of deploying an electromagnetic shield around the United States using a boomerang-shaped craft capable of loitering over cities.
