Rapid Capabilities Office (RCO)

The Department of the Air Force Rapid Capabilities Office (RCO) is a specialized acquisition organization designed to accelerate the development, acquisition, and fielding of critical Air Force and Space Force capabilities with reduced bureaucratic overhead. It operates under a short and narrow chain of command, reporting to a governance board chaired by the Under Secretary of Defense for Acquisition and Sustainment (USD A&S). The RCO can bypass many standard congressional notification requirements and Air Force acquisition regulations, and has access to carve-out contracting mechanisms that minimize the number of personnel who must be read into sensitive programs. Randall G. Walden serves as RCO Director and Program Executive Officer (PEO), a Senior Executive Service position.
