Majestic 12

Majestic 12 (abbreviated MJ-12, also called Magic 12 or MAJIC-12) is the name of an alleged top-secret U.S. government control group established by executive order of President Harry S. Truman on September 24, 1947, to oversee the recovery, analysis, reverse-engineering, and compartmentalization of non-human technology and biological entities. According to leaked documents, the group was formed under recommendation by Vannevar Bush (head of the Office of Scientific Research and Development) and James Forrestal (Secretary of Defense) following the Roswell Crash. Truman's daily appointment calendar contains a confirmed meeting with Forrestal and Bush on September 24, 1947, arranged at Forrestal's suggestion.

According to the leaked documents, Majestic 12 consisted of twelve members—six military (two each from Army, Navy, and Air Force) and six civilians—reporting directly to the President. The Special Operations Manual describes MJ-12's goals as:

  1. Recovery for scientific study of all materials and devices of foreign or extraterrestrial manufacture by any and all means
  2. Recovery for study of all entities and remains of non-terrestrial origin
  3. Establishment and administration of special teams to accomplish recovery operations

Wood as meaning researchers might obtain documents but never fully grasp the program's extent.

On May 22, 1949, James Forrestal fell (or was pushed) from the 13th floor of Bethesda Naval Hospital. The 1954 Turning Point

Ryan S. Wood identifies 1954 as a critical transition year. SOM 1-01 was created in 1954.** The 1954 Atomic Energy Act established "restricted data" classification allowing non-government-created information to be born classified, potentially providing legal framework for reclassifying crashed non-terrestrial materials as "trans-classified foreign nuclear materials" (the same mechanism referenced in the 2024 Schumer UAP disclosure amendment).

The concentration of leaked documents from the pre-1954 era, with far less detail in post-1954 materials, supports the theory that this reclassification "pulled the rug out" from under Air Force officers running MJ-12 operations, transferring control elsewhere—possibly motivating leakers to preserve documentation of programs being memory-holed. In Video - The 1933 Magenta, Italy UFO Crash, UAP Gerb argues that RS-33 (Gabinetto RS 33) in fascist Italy functioned as a structural precursor to what Majestic 12 became in the United States, based on similar patterns of centralized authority over anomalous craft reporting, exclusion of outside scientific review, and controlled public narratives for suppression.

The NSC 5412 Committee Connection

UAP Gerb's investigation into the Manhattan Project 2.0 security architecture theorizes that Eisenhower, shortly upon taking office, effectively hid the UFO control group (MAJ-12 or its successor naming convention) within the National Security Council by establishing the NSC 5412 Committee on March 15, 1954. The 5412 Committee was formally an interdepartmental body to review and approve covert US operations and to define covert operations for US policy purposes. Original membership consisted of the Deputy Under Secretary of State, Deputy Secretary of Defense, the President's Special Assistant for National Security Affairs, and the CIA Director as action officer.

The Eisenhower Briefing Document names Gordon Gray as an original MJ-12 member (at the time Truman's Assistant Secretary of the Army). Notably, from 1958 to 1961, Gray also served as Eisenhower's National Security Advisor — a member of the 5412 Committee — providing a direct personnel link between the alleged MAJ-12 and the 5412 structure.

The 5412 Committee's informal meetings — which, like all NSC informal meetings with members of relevant expertise, can be held off the books and go unrecorded — provided the UFO control group a mechanism to operate without formal documentation, effectively creating a self-perpetuating structure that could transcend presidential oversight. This group evolved through Nixon's 303 Committee and subsequent iterations before fracturing during the 1980s SAP reform era.
