National Program Special Management Staff (NPMS)

The National Program Special Management Staff (NPMS) is a staff function that Luis Elizondo has described, in his own public biography and interviews, as operating under the Under Secretary of Defense for Intelligence and Security (USD I&S) to coordinate access and communication between National Security Council special access programs and the Department of Defense and intelligence community. Elizondo has stated he served as NPMS director from approximately 2013 to 2017, prior to leaving government service to join To The Stars Academy. Documentation of NPMS as a formal, named DoD office is limited primarily to Elizondo's own accounts and UAP-research commentary rather than official government organizational charts or directives.

Alleged Significance

UAP Gerb's Special Access Required Vol.2 places significant weight on Elizondo's self-described NPMS directorship, characterizing the position as "usually the most cleared person in the entire DoD besides the secretary of defense themselves" — more cleared, in the presenter's account, than the director of the DoD Special Access Program Central Office (SAPCO). The presenter argues that Elizondo's tenure in this role, reporting under James Clapper's former USD(I&S) office, demonstrates that Elizondo held far greater access to National Security Council-controlled Special Access Programs than his public ATIP-era persona has acknowledged, and cites the NPMS role as central evidence for the video's broader skepticism toward Elizondo's public account of his own history within the UFO legacy program apparatus.
