Overview

This video, produced by UAP researcher Gerb, argues that the NRO (National Reconnaissance Office) is the most underappreciated and critically central institution in alleged US UFO legacy programs — functioning simultaneously as a surveillance authority through programs such as NRO Sentient and the Immaculate Constellation (IMCON) USAP, and as an alleged umbrella authority directing crash retrieval operations via tier 1 military assets. Drawing on multiple witness accounts, internal program documents, and public disclosures, Gerb disputes the narrative presented in the Age of Disclosure documentary — which attributes legacy program control solely to the CIA Directorate of Science and Technology — and argues instead for a deeply siloed, multi-node structure with the NRO at its core. The video profiles key alleged gatekeepers, examines the 2011 Kona Blue technology transfer blockage, and presents new anonymous testimony from a claimed 21st-century crash retrieval operative.

The NRO's Role in UAP Programs

The NRO (National Reconnaissance Office) was established in 1961 as a joint DoD and Intelligence Community agency tasked with building and operating US reconnaissance satellites. It rapidly became the premier overhead intelligence collection authority, operating the Corona film-return satellites, the A-12 Oxcart, the Quill synthetic aperture radar satellite, and eventually the KH-11 Kenon real-time electro-optical system. The video argues that the NRO's surveillance infrastructure — particularly its satellite constellations and the AI-driven NRO Sentient analysis system — made it the natural operational hub for tracking non-human aerial phenomena.

According to the video, the NRO participates in UAP-related intelligence through both tasked and non-tasked collection. NRO satellites have allegedly captured incidental imagery of UAP events, including a large disc-shaped craft approximately 210–420 feet in diameter recorded over Indo-Pacific Command using cloud cover as concealment. The NRO is also alleged to be part of the JOPC (Joint Overhead Persistent Infrared Center), giving it access to OPIR sensor data relevant to UAP tracking. David Grusch, during his congressional testimony, confirmed he reviewed overhead imagery from NGA of unexplained phenomena and declined to discuss crash site imagery in open session, suggesting the existence of relevant classified collections.

The video further contends that the NRO's role extends beyond passive surveillance to active program management. An anonymous witness who claimed to have served on a UFO crash retrieval rapid reaction team in the 21st century allegedly described operations based at the Nevada National Security Site (Nevada Test Site), with the NRO cited as the alleged focal point directing those missions.

NRO Sentient and Immaculate Constellation

NRO Sentient is an AI-driven overhead intelligence collection and analysis program developed by the NRO. Development reportedly began in 2010, with core infrastructure built out by 2016. The program is described as capable of autonomously tasking satellite collections, correlating data across multiple collection streams, and providing near-real-time analysis. The video argues that Sentient's capabilities make it ideally suited to tracking both known UAP phenomena and alleged alien reproduction vehicles operating within US airspace or beyond.

Immaculate Constellation (IMCON) is described in the video as a US Unacknowledged Special Access Program established in 2017, shortly after the core buildout of Sentient. IMCON is characterized as a reactionary surveillance program — not a legacy UFO retrieval program — designed specifically to collect imagery intelligence on nonhuman craft and derivative technologies, including alleged alien reproduction vehicles. The program reportedly relies heavily on NRO Sentient as its primary intelligence resource, as described in a report authored by Matthew Brown that also references NRO Sentient by name. The video stresses the distinction between IMCON as a new surveillance USAP and the much older legacy UFO programs that date back to at least 1947.

Crash Retrieval Operations

The video presents multiple witness accounts and analytical arguments supporting the claim that the NRO directs covert crash retrieval operations using tier 1 military assets.

Jonathan Wagant / Peru (1997): USMC Lance Corporal Jonathan Wagant testified about encountering a large egg-shaped UAP crash during Operation Laser Strike, a counter-narcotics aerial operation in Peru. The craft was described as oblong and spherical, roughly the size of a sedan, embedded in rock. It reportedly had a shimmering green and purple field — described as a "mother of pearl effect" — around its exterior, absorbed light rather than reflecting it, and cast no shadow despite direct sunlight. A "soupy air effect" near the craft was noted, described as the air feeling like the space between two magnets. Personnel in DOE-embroidered jackets wearing MOPP gear secured the crash site while Marines were held at gunpoint by men in black fatigues, believed to be from the 7th Army. DOE personnel in rubber suits and gas masks conducted initial CBR (chemical, biological, radiological) risk assessments.

Anonymous 21st-Century Witness: The video host claims to have made contact with an individual who alleged service on a UFO crash retrieval rapid reaction team operating during the 21st century. This witness described a task force based at the Nevada National Security Site (Nevada Test Site), involving C-130 transport to a location called Konis, where a running chief confirmed the recovered object was "not one of ours." The witness stated that in two of three operations the crew chief did not know what was being retrieved, but in a third operation, an oblong sphere was identified. A company-sized Delta Detachment of 20–40 personnel dressed in all black was described as first on scene to secure the area.

Colonel Steve Wilson: Claims collected by researcher Richard Boland in 1996 and 1997, shortly before Wilson's death, describe Wilson being assigned to Majestic 12 as a captain at Wright Patterson AFB in 1963, later reassigned to Area S4 near Papoose Lake by men with CIA credentials. Wilson allegedly claimed the NRO operated anti-gravity direct action teams using XH7D anti-gravity helicopters, designated "Delta," to retrieve crashed UAPs. He also claimed to have witnessed eight types of non-human craft on the 30th underground floor of Area S4. The video notes these claims are contested — researcher Kevin Randall wrote multiple pieces questioning Wilson's credibility — but Gerb finds some elements consistent with other testimony.

Personnel and Organizations Involved: Multiple crash retrieval accounts reference Department of Energy personnel, Nuclear Emergency Support Team (NEST), National Nuclear Security Administration scientific response teams, the Office of Secure Transportation (OST) for material transport, and the 1st Battalion of the 160th Special Operations Aviation Regiment for helicopter transport using CH-47s and MH-47s. The video argues that these DOE and tier 1 assets are directed by an umbrella authority siloed from standard JSOC or Air Force special forces chains of command, which the host alleges is the NRO.

Craft Description Consistency: Across multiple independent accounts — Wagant's Peru testimony, the anonymous 21st-century witness, and a separate Central/South America encounter — the recovered craft are consistently described as egg-shaped or oblong spheres with a "nesting doll" internal structure, in which layers of objects exist one inside another. This structural feature is described as ubiquitous across retrieval accounts.

Key Gatekeepers

The video profiles three figures as alleged gatekeepers of UAP legacy programs with NRO connections:

Bobby Ray Inman is presented as the video's central gatekeeper figure. Inman is a four-star US Navy Admiral who served as Director of Naval Intelligence, Director of the NSA, Deputy Director of the CIA, and Director of the classified National Underwater Reconnaissance Office (NURO). His extensive cross-agency career and connections to every major intelligence organization are cited as hallmarks of a legacy program gatekeeper. In 1989, Inman directed NASA mission specialist Bob Echler to CIA DS&T Deputy Director Everett Heinman as "the best person to ask" about recovered UFO vehicles being made available for research. The video treats this referral as evidence that Inman had direct knowledge of the program infrastructure. Inman later served on the board of Wackenhut Services, a private security firm connected to several classified government facilities.

Glenn Gaffney is identified as the CIA DS&T Deputy Director who allegedly blocked the Kona Blue technology transfer in 2011. According to the video, Gaffney prevented the transfer of allegedly recovered non-human materials from Lockheed Martin's program to the AATIP/Kona Blue research initiative. The video suggests Gaffney, as a career CIA DS&T officer, acted to maintain CIA control over UAP materials rather than allow them to reach a congressionally visible research program.

Mary K. Sturdivant is described as a possible co-conspirator in the Kona Blue blockage. Sturdivant's career trajectory is presented as significant: she began at the CIA's Directorate of Intelligence Technology Transfer Assessment Center in 1985, moved to the CIA Counterintelligence Center, served 8 years on the Senate Select Committee on Intelligence as budget director evaluating military programs, served as NRO Deputy Director for National Support (2004–2006), and was appointed Special Assistant to the President under George W. Bush before joining Lockheed Martin as VP of Government Affairs from 2006 to 2011. Her simultaneous service at Lockheed Martin — the alleged holder of UAP materials — during the period when the Kona Blue transfer was blocked is treated as a material conflict of interest. Chris Mellon, who worked closely with Sturdivant at the SSCI, declined when asked to question her about the transfer.

The Kona Blue Incident

Kona Blue refers to an alleged Program Access Procedure (PAP) and associated technology transfer initiative aimed at moving allegedly recovered non-human materials from a Lockheed Martin program to the AATIP research effort under government oversight. The video describes the transfer as having been thwarted in 2010–2011 by CIA DS&T Deputy Director Glenn Gaffney, potentially with the involvement of Mary K. Sturdivant and possibly Jim Ryder and Robert Cardillo.

The significance of Kona Blue, according to the video, is twofold. First, it represents documented evidence of an attempt to bring allegedly held UAP materials into a congressionally visible program — and the deliberate blocking of that attempt by CIA officials. Second, it suggests that Lockheed Martin held, and may continue to hold, recovered non-human materials in a program outside standard government oversight. The video argues that the CIA's blockage was an act of program protection — preserving siloed legacy program control — rather than any legitimate security justification. The Kona Blue paper trail is described as among the most significant documentary evidence in the UAP disclosure landscape.

The Inman-Echler Exchange

In 1989, NASA mission specialist Bob Echler made a telephone call to retired Admiral Bobby Ray Inman to inquire about the possibility of making recovered UFO vehicles available for scientific and technological research. The contact was facilitated by Lord Hill Norton, a senior British military officer with UAP interests, who provided Echler with Inman's contact information. During the call, Inman told Echler that Everett Heinman, then serving as CIA DS&T Deputy Director, was "the best person to ask" about recovered craft in operational condition.

Echler subsequently met with Heinman at CIA Langley. Heinman denied any knowledge of UFOs or UAP legacy programs during that meeting. However, when the Twitter user RGH_UFOs contacted Heinman in 2022 and asked about Inman's referral, Heinman did not deny knowledge of the subject — instead stating only that he was "far removed from that area of work." The video treats this 2022 response as an ambiguous partial confirmation, noting that a flat denial would have been the expected response if no such programs existed. The exchange is presented as direct evidence that Admiral Inman had specific knowledge of which CIA officials managed recovered craft programs.
